Kincora’s Developer Kicks Off Pacific Extension

Project is called 'critical first step' in development of community intended to house baseball stadium.

Elected officials and representatives from the approved Kincora development joined employees from the Virginia Department of Transportation Oct. 19 for a ceremony marking the beginning of construction of Pacific Boulevard from Nokes Boulevard north. Kincora issued a press release in advance of the ceremony calling it “a critical first step” in developing the 424-acre site, which will include a baseball stadium planned for the Loudoun Hounds.

Kincora, located at the southwest corner of routes 7 and 28, was approved for more than 4 million square feet of office space, 500,000 square feet of retail uses, a 167-acre park, trails, 1,400 condominiums and apartments, a protected heron rookery, a performing arts center, and the stadium.

As part of the project, developer NA Dulles Real Estate Investor LLC will construct the northern of extension of Pacific Boulevard from Nokes Boulevard through the site. Pacific will eventually connect with Russell Branch Parkway, which now ends just east of Richfield Way. In addition, NA Dulles will plans to construct the extension of Gloucester Parkway, which will join Nokes.

County Chairman Scott K. York lamented that a divided board of supervisors approved the project. “It would have been nice to get a unanimous vote on a project that does everything,” he said.

A representative from Kincora said that if the state approves a loan for Kincora, Gloucester could be finished in 2014. Completing Gloucester to Nokes is expected to alleviate congestion along Waxpool Road to the south.

“We see this as a big chance to improve traffic in that corridor,” said Susan Shaw, a VDOT representative.
