Crime Report: New Yorker and Irishman Charged with Abduction, Assault

Two men from out of town have been charged with abduction and assault by mob after an incident involving a taxi driver near the Dulles Town Center early in the morning June 19.

The cab driver, 48, picked up several people from the Herndon area and took them to the 21000 block of Standford Square around 1:50 a.m. June 19, where two people exited the vehicle, according to a report from the Loudoun County Sheriff’s Office. Two males remained inside the taxi and asked to be taken to another location.

According to the report, when the cab driver refused, the two men made threatening remarks and took the driver’s mobile phone and broke it when he attempted to call for help. A witness contacted the taxi company to report a possible assault in progress.

Deputies arrived on the scene and charged Edward Cash, 18, of New York, with abduction, destruction of property, preventing someone from calling 911, assault by mob and underage possession of alcohol. In addition, James A. Delaney, 29, of Ireland, received charges for abduction, assault by mob and obstruction of justice. Both men were initially held without bond.

The victim declined medical treatment.

Other incidents reported from the Loudoun County Sheriff's Office Eastern Station:

  • Larceny: Two cars were entered on Pheasant Run Court at 3 a.m. June 13. A GPS was reported taken.
  • Larceny: Tools were reported taken from a vehicle on the 1100 block of Sanderson Drive between 1 p.m. June 12 and 7 a.m. June 13. A rear door was damaged to gain entry.
  • Larceny: A camera and video gaming system were reported taken from a vehicle on the 100 block of Hamilton Road between 7 p.m. June 12 and 3:15 p.m. June 13.
  • Pedestrian Struck: Loudoun Sheriff’s Deputies responded to the 90 block of Augusta Drive just south of Seneca Ridge Drive at 3:31 p.m. June 13 for a child struck by a vehicle. A 39-year-old Sterling woman was driving a 2006 Ford Focus south on Augusta Drive when she struck an 11-year-old Sterling girl. The 11-year-old attempted to cross south of the crosswalk and neither party saw each other due to heavy school bus traffic. The 11-year-old was flown to INOVA Fairfax Hospital as a precaution. The incident remains under investigation. No charges are pending. The child later was released from the hospital.
  • Exposure: A 43-year-old Sterling woman was unloading items from her vehicle on the 45500 block of East Severn Way at 10:50 p.m. June 13 when she observed an unknown black male exposing himself. The subject, further described as wearing a lime green shirt, left the scene. The area was searched and no subjects matching the description were located.
  • Malicious Wounding: Loudoun Sheriff’s Deputies responded to a residence on the 46800 block of Trumpet Circle at 12:46 a.m. June 15 for a report of an assault. The victim, a 23-year-old Sterling man, reported he was outside of the residence when two unknown males approached him. The victim was assaulted and received a laceration to his leg by an unknown object. The victim did not initially report the incident for approximately 30 minutes. He was taken to the Lansdowne Campus of INOVA Loudoun Hospital where he was treated for released. The case is being investigated by the Loudoun County Sheriff’s Office Criminal Investigations Division.
  • Larceny: Tools were reported removed from a work van on the 22700 block of Holiday Park Drive between 6:30 p.m. June 14 and 6:55 a.m. June 15.
  • Larceny: A bandsaw was reported taken from a work truck on the 45400 block of Holiday Drive between 8 p.m. June 14 and 7:30 a.m. June 15.
  • Destruction of Property: A pedestrian tunnel was reported spray-painted in the area of Carter Court and Algonkian Parkway at 8:59 p.m. June 14.
  • Larceny: An MP3 player was reported taken from a vehicle on the 20900 block of Sandstone Square between 10:45 p.m. June 14 and 6:00 a.m. June 15. A window was damaged to gain access. A second vehicle was entered by damaging a front passenger window. A cell phone was removed.
  • Larceny: A wallet and MP3 player were reported taken from a gym locker on the 44600 block of Prentice Drive between 11:30 p.m. June 15 and 11:00 a.m. June 16.
  • Auto Theft: A Sportbike Scooter that was parked outside of a residence on the 610 block of East Charlotte Street was reported taken between 3:30 p.m. June 17 and 7:21 a.m. June 18.
  • Missile At A Vehicle: A motorist was traveling on the 45400 block of Dulles Crossing Plaza at 1 p.m. June 18 when a vehicle displayed a BB gun and discharged several pellets at the victim’s car. The suspect vehicle was identified and charges are pending against two teenagers. The BB gun was seized.
  • Burglary: Cash was reported missing from the Smart Toys store in the Dulles Town Center between 9:45 p.m. June 16 and 9:45 a.m. June 17. A rear door was believed to have been left unsecured.
  • Larceny: Two skateboards were reported taken from an open garage on the 20600 block of Settlers Point Place between 12:45 p.m. and 3 p.m. June 18.
  • Attempted Auto Theft: A Hamilton, VA, man observed an unknown suspect enter his vehicle in an apparent attempt to take the vehicle on the 20900 block of Davenport Drive in Sterling at 9:19 p.m. June 18. Deputies responded to the scene and Jacquin A. Ramey, 25, of no fixed address was charged with attempted auto theft.
  • Robbery: A 21-year-old victim reported he was confronted by two known subjects in reference to an ongoing dispute on the 22300 block of South Sterling Boulevard at 9:56 p.m. June 19. One male struck the victim with a motorcycle helmet. The other male took his car keys. Both subjects were located and arrested. Louis A. Stieglbauer, 28, and Roger A. Stieglbauer, 51, both of Sterling were charged with robbery. The men were held without bond. The victim declined medical treatment at the scene.
  • Larceny: A wallet was reported taken from a vehicle on the 20900 block of Serenity Court between 9:10 p.m. and 11:30 p.m. June 18. A window was damaged on the vehicle to gain access.
