Culpeper Man Get 27 Months for Defrauding Telos

The actions of one its employees resulted in nearly $1.5 million in losses for the Ashburn-based company.

A U.S. district judge last week sentenced a Culpeper man to 27 months in prison in a fraud case that caused nearly $1.5 million in losses for Ashburn-based Telos Corporation.

Floyd E. Finkle III, 46, pleaded guilty to stealing supplies from Telos for personal use or resale, and for receiving kickbacks from some vendors, according to U.S. Department of Justice. When the DOJ announced the plea deal in August 2011, investigators had said more than $400,000 of products and money had been taken from Telos, but at sentencing the number was boosted to nearly $1.5 million. Judge Ellis ordered Finkle to pay $1,468,211 in restitution.

Finkle, who served as a facilities manager for Telos, admitted stealing various supplies and products from the company, according to court documents. He also ordered items that were paid for Telos but sent to him home, later signing the invoices those companies submitted to Telos, according to court documents. While some items were kept for personal use, others were sold on eBay or for cash, according to the DOJ.

In addition, Finkle admitted asking for and receiving kickbacks and gratuities from various vendors in exchange for steering Telos business to them.

Finkle pleaded guilty on Aug. 11, 2011. Sentencing was initially set for Oct. 28, 2011, but was delayed until Feb. 24.

Neil H. MacBride, United States Attorney for the Eastern District of Virginia; David E. Beach, Special Agent in Charge of the United States Secret Service’s Washington Field Office; and Michael L. Chapman, Loudoun County Sheriff, made the announcement after sentencing.

At sentencing, Finkle was ordered to pay $1,468,211 in restitution.    

The United States Secret Service and the Loudoun County Sheriff’s Office investigated the case. Assistant United States Attorney Jasmine Yoon prosecuted the case on behalf of the United States.
