No Charges in Delgaudio Investigation; Former Aide Had Alleged Misconduct

The grand jury reports suggests the General Assembly and Loudoun examine laws, rules for aides, but found no legal violations.

An investigation into allegations against Sterling Supervisor Eugene Delgaudio (R) have yielded no charges, according to information provided by special prosecutor Theo Stamos, who was assigned to the case.

Patch will examine the grand jury report released by Stamos and provide more details, but ultimately, no charges will be filed against Delgaudio, who was accused by former aide Donna Mateer of using his elected county office for campaign and private uses.

Delgaudio has denied wrongdoing and the grand jury report found no violations of law. However, the case prompted the grand jury to recommend a series of changes at the state and local level to make laws more clear and give aides to county supervisors more guidance about their jobs.

“I am thankful this long process is now over,” Delgaudio said in a prepared statement Monday by phone. “If there is a lesson here it is we should attempt to settle our political differences with civility and through debate, not by attempting to diminish one’s opponent by falsely accusing them of misconduct.”

The Loudoun County Democratic Committee issued a statement following the report's release pointing to some of the concerns the grand jury raised.

"The lack of an indictment by the Special Prosecutor is by no means a vindication of Supervisor Eugene Delgaudio," the LCDC stated in a press release Monday. "The Special Grand Jury investigating Supervisor Delgaudio was so disturbed by what it learned that it took the unprecedented step of issuing a report ... And the report is damning."

Stevens Miller, the attorney who represented Mateer, was not immediately available for a comment.
